Building procedure and design stages
What this topic is about
Section titled “What this topic is about”Three things that go together in practice:
- Which procedure applies — permit, simple notification, or neither.
- Which drawings are produced — from concept design to shop drawings, and what each is for.
- Who may do it — design qualifications, liability, insurance.
What to know up front
Section titled “What to know up front”Hungarian building regulation changed substantially between 2023 and 2024. The earlier procedural decree was replaced, and the sector’s framework act is new too. That has two practical consequences:
- Accounts found online, and much professional material as well, cite repealed decree numbers. Anyone citing 312/2012 is not quoting the rule in force.
- Procedural details will keep moving in the coming years. So every article in this topic teaches the logic and refers to the text in force for the specific numbers.
How to read it
Section titled “How to read it”Start with whether the work needs a permit. Then take the design stages: what the permit design contains, what the detailed design contains, and what shop drawings are — the last of these raises the most questions on light gauge steel and steelwork projects.
Finally the participants: who may sign the design, who checks it, who is responsible for the construction.
What is not here
Section titled “What is not here”Specific procedural deadlines, fees and forms. These change often and are available up to date on the official building portal — in a knowledge base they would become misleading within months.
This is not legal advice
Section titled “This is not legal advice”The articles in this topic reflect a September 2026 reading of the legislation cited. On a specific matter the position of the acting authority and the text in force govern.
