Technical assessment bodies

An organisation, not a document. ÉMI Nonprofit Kft. is a designated technical assessment body (TAB) issuing technical assessments under designation by the Hungarian Trade Licensing Office and approval by the European Commission.

When somebody says “we have an ÉMI”, what they actually mean is an NMÉ.

Several designated technical assessment bodies operate in Hungary. Besides ÉMI, other bodies designated by the government office may issue an NMÉ — CEMKUT Kft. and TÜV Rheinland InterCert Kft., for example, depending on the product area.

That matters, because bodies differ in which route to verification they accept and which product areas they are designated for.

  • Assesses the performance of the product to the relevant methodology.
  • Prescribes tests, or evaluates reports from accredited laboratories.
  • Issues the technical assessment that becomes the basis of the declaration of performance.
  • It does not design. It does not size the structure of the particular building.
  • It does not check the construction. Whether what was assessed is what gets built on site is somebody else’s business.
  • It does not give a guarantee. The assessment applies to the product and the arrangement it examined.

The tests are carried out by an accredited laboratory. For fire verification the legislation speaks explicitly of technology tested by an accredited institute, so the origin and validity of the test report is a question in its own right.

  • Who issued it, and whether they are designated for that product area.
  • When, and how long it is valid.
  • What it covers: the exact product type, arrangement and field of application.
  • What differs from the structure actually being built.

“We have an ÉMI” is not a statement but a misunderstanding. The question is which body issued an assessment, for which product, when, and for what arrangement.
