The Hungarian fire regulation
What the regulation is
Section titled “What the regulation is”The National Fire Protection Regulation is contained in decree 54/2014 (XII. 5.) BM. This is the legislation that sets fire safety requirements for buildings — from the fire resistance of structures through evacuation to installed systems.
Behind the decree stands the Fire Protection Act (1996/XXXI), which provides the framework; the detailed technical requirements are in the regulation itself.
Risk-based logic
Section titled “Risk-based logic”The regulation is not a catalogue organised by building type. It ties requirements to a risk class: the building or the fire compartment has to be classified first, and the structural, evacuation, firefighting water and other requirements follow from that.
This is why the question “what fire resistance does the wall need” cannot be answered on its own. You first have to know the use, the number of storeys, the size of the fire compartment and the classification. Risk classification.
What it regulates and what it does not
Section titled “What it regulates and what it does not”It regulates
Section titled “It regulates”- fire resistance requirements for structures and reaction to fire classes for materials,
- fire compartmentation and protection against fire spread,
- evacuation and escape routes,
- installed detection and suppression systems,
- conditions for firefighting intervention.
It does not regulate
Section titled “It does not regulate”How a particular build-up should be constructed, or whether a specific product is adequate. Verification of compliance depends on the declaration of performance on the product side, and on testing or calculation on the structural side.
Amendment as a permanent state
Section titled “Amendment as a permanent state”The regulation has been amended several times since it came into force, and the associated fire safety technical guidelines are updated annually. Every fire safety statement therefore has to be treated as tied to a date, and for a specific project the text in force has to be checked in the national legal database.
The separate rule for lightweight buildings
Section titled “The separate rule for lightweight buildings”The regulation contains a separate provision for buildings constructed with lightweight technology. This is the point where most misunderstandings arise, so it has its own article: the concept of lightweight technology.
This is not legal advice
Section titled “This is not legal advice”The summary above reflects our reading of the referenced legislation in September 2026. On a specific project the position of the acting authority and the fire safety engineer governs.
